Sub3 - Has anyone ever heard of this?

I was surfing the net lately and came across a guy in Texas - David Alexander - who is doing something called a sub3. I understand it is a no or low risk version of a "subject to" deal. Just wondering if anybody has heard of it and if so could you explain it?
