Fire Code for multi unit building - HELP

Anybody out there recently purchase a multi unit building in Ontario? A group of investors including myself, are in a dispute with the banks and fire department on implementing a solution.

It appears new fire codes require any openings within 3 meters of a fire escape,(windows) be Georgian glass windows with steel frames or something similar. This would ok, unless those openings are a kitchen and bathroom where ventilation is an issue. There appears to be no thought to the implications of sealing these windows and the threat of mould building up without proper ventilation.

We are trying to minimize the amount of money spent to appease this new code requirement.

There are options, such as: metal shutters, install the Georgian glass windows then have vents installed in both the kitchen and bathrooms. Both are require $$$$$

I am submitting this post to see if anyone else has come across this new code and what they have done to appease all parties while spending the least amount of cash.
